Fairfield Chiropractor Charged With Medicaid Fraud, Witness Tampering

FAIRFIELD, CT — A Fairfield chiropractor is accused of collecting nearly $2,000 in Medicaid payments for services that were never provided and then inducing a witness to lie about the alleged scheme to defraud the government health care program, according to authorities.
Bradley Weinstein, D.C., 49, of Shelter Rock Road in Fairfield, was arrested Tuesday by Inspectors from the Medicaid Fraud Control Unit (MFCU) in the Office of the Chief State’s Attorney. He was charged with one count each of second-degree larceny by defrauding a public community, health insurance fraud and tampering with a witness.
According to the arrest warrant affidavit, between October 2012 and February 2013, Weinstein submitted 24 fraudulent claims and collected about $1,960 in Medicaid payments for chiropractic services that were never performed.

The alleged scheme unraveled when the Quality Assurance Unit at the Connecticut Department of Social Services detected a suspicious pattern of claims involving children in two families and referred the matter to the MFCU for investigation, according to a press release from the state Division of Criminal Justice.
Authorities say that in February 2016, after Weinstein had learned that the father of three child patients would be meeting with state investigators, Weinstein allegedly told the father that he did not have to meet with investigators and should ignore their calls, the warrant states.

In March 2016, Weinstein contacted the father again and allegedly told him to lie to the investigators about the dates when his children had received treatment, the warrant states.
Medicaid is a federal- and state-funded program that provides health care to low- and no-income individuals.
Weinstein was released on $25,000 non-surety bond and will be arraigned in Hartford Superior Court on Feb. 17.
Larceny in the second degree by defrauding a public community and tampering with a witness are class C felonies, each punishable by up to 10 years in prison. Health insurance fraud is an unclassified felony that is also punishable by up to 10 years in prison.
