Saturday, Oct. 6

Joline B. Osterhout, 24, of 121 Lyman Dr., Torrington, was charged with operating under the influence, possession of less than a half-ounce of marijuana, use of drug paraphernalia, failure to display lights and failure to drive in proper lane, in connection with a traffic stop on Farmington Ave., 1:28 a.m.

William Moore, 43, of 71 Truman St., New Haven, was charged with sixth-degree larceny, in connection with a shoplifting call at Westfarms Mall, 2:58 p.m.

Jacquim N. Kutumaka, 21, of 415 Page Blvd., Springfield, Mass., was charged with third-degree larceny, on a warrant, 4:30 a.m.

Ryan T. Beck, 22, of 57 Ashland St., Jewett City, was charged with second-degree breach of peace, possession of a controlled substance, third-degree criminal mischief and carrying a dangerous weapon, in connection with a disturbance at Westfarms Mall, 1:06 p.m.

Jonathan Ruiz, 29, of 17 Oak St., New Britain, was charged with third-degree larceny and conspiracy to commit third-degree larceny, on a warrant, 4:40 p.m.

Tuesday, Oct. 9

Michael J. Noonan, 30, of 809 Park St., Hartford, was charged with use of drug paraphernalia, second-degree failure to appear (two counts), failure to respond to an infraction and failure to respond to a payable violation, in connection with a panhandling call on South East Rd. and on four warrants, 6:46 p.m.

Wednesday, Oct. 10

Luis R. Delvalle, 18, of 74 Derby St., New Britain, was charged with third-degree larceny, conspiracy to commit third-degree larceny and possession of burglar's tools, on a warrant, 12:14 a.m.

Lisa L. Czarnecke, 36, of 845 North Main St., Thomaston, was charged with fifth-degree larceny, on a warrant, 9:40 a.m.

David G. Myers, 57, of 91 Shady Brook Rd., New Hartford, was charged with interfering with an officer, evading responsibility, following too closely and operating without a license, in connection with a motor vehicle accident on Spring Ln., 5:36 p.m.

Thursday, Oct. 11

Matthew Ploof, 33, of 10 Hamilton Ave., Brooklyn, was charged with third-degree forgery and sixth-degree larceny, on a warrant, 12:41 p.m.

Victoria C. Troche, 27, of 152 Wilcox St., New Britain, was charged with fourth-degree larceny and sixth-degree larceny, on a warrant, 1:31 p.m.
