Greenwich P&Z To Review Apartment Conversions, Assisted Housing Proposal
Here's a preview of the upcoming Greenwich Planning & Zoning Commission meeting.
GREENWICH, CT — Greenwich’s Planning and Zoning Commission is scheduled on Tuesday to consider several housing-related proposals, including plans to convert office space into apartments on Maple Avenue and a proposal to create an assisted housing unit on Hamilton Avenue.
The commission will hold a virtual meeting via Zoom at 4 p.m. on June 23. The agenda notes that public comments and concerns regarding pending applications may be submitted to the commission.
One of the meeting’s decision items involves an application from Coleman Business Holdings LLC seeking approval to convert existing office space at 23 Maple Ave. into apartments. The proposal would change one legally nonconforming use to another on a 0.43-acre property in the R-20 zone.

The commission also is scheduled to consider a final site plan application for 129 Hamilton Ave., where an existing two-family residence would be modified into a three-family residence with the lower level converted into an assisted housing unit under Connecticut’s affordable housing statute.
Several public hearings are also on the agenda.

Among them is an application from Burning Tree Country Club seeking approval to construct a fabric-covered structure for maintenance equipment storage on its 158-acre property at 120 Perkins Road.
The commission additionally is scheduled to review a proposal at 23 Pemberwick Road that would convert a single-family dwelling into a two-family dwelling on an undersized lot.
Another hearing concerns a proposal from Luis Morocho to construct a new two-family residence at 19 Livingston Place, including a driveway, front-yard parking, stormwater infrastructure, landscaping and related site improvements.
The agenda also includes several zoning-related policy matters. The Planning and Zoning Department is expected to present a text amendment to bring local regulations into compliance with Special Session Public Act 25-1 adopted in October 2025.
Commission members also are scheduled to consider a zoning map amendment establishing a Conservation and Traffic Mitigation District pursuant to the same state legislation.
Another proposed text amendment would create a Planning and Zoning Sign Subcommittee to address sign-related reviews and enforcement matters.
During the discussion portion of the meeting, the commission is expected to conduct a pre-application review for a proposed revision to parking and class scheduling requirements at a fitness studio at 1381 East Putnam Ave. The proposal would allow up to 16 people in the studio at one time and eliminate a required 20-minute gap between classes.
The commission also may discuss revisions to landscaping plans at The Charleston development at 71 Havemeyer Lane.
Two previously scheduled public hearings have been postponed. Those applications involve a proposed six-unit residential development with one affordable housing unit at 43 Old Post Road 2 and a proposal from the Greenwich Tree Conservancy involving a change of use at 376 Stanwich Road.
