Sex Offender Exposed Himself On Farmington Canal Trail: Hamden PD
Police say the man was fully exposed while several young children were in the immediate area with their parents.

HAMDEN, CT — A registered sex offender is accused of exposing himself on the Farmington Canal Trail where several young children were in the immediate area with their parents, according to police. At about 5:45 p.m. on May 30, Hamden Police responded to the Farmington Canal Trail on the report of indecent exposure, according to Capt. Ronald Smith.
Smith said a 27-year-old Meriden resident told police that she was riding her bicycle on the trail when she saw a man, seated on a bench, with his genitals exposed. Officer Darryl Cargill arrived at the trail and began searching for the individual when he was approached by a jogger who said that a man was seated on a bench “playing with himself,” according to Smith. Cargill subsequently located the individual, Francis Keen, who was fully exposed while several young children were in the immediate area with their parents at the time, Smith said.
Keen, 63, of Haven Street in New Haven, was arrested on charges of public indecency, risk of injury to a minor and second-degree breach of peace .Keen, who was detained on a $50,000 bond, is scheduled to appear in Meriden Superior Court on June 13. Police said Keen is a registered sex offender.
