Manchester/Fed Investigation Leads To 5-Year Child Porn Sentence

An investigation by Manchester police and the FBI has led to a prison sentence for a Windsor Locks man.

MANCHESTER/WINDSOR LOCKS — A Windsor Locks man has been ordered to spend five years in prison in a child pornography case investigated by Manchester Police and the Federal Bureau of Investigation, a leading prosecutor said Wednesday.

John H. Durham, United States attorney for the District of Connecticut, said that Brian Gregan, 33, was sentenced Wednesday by U.S. District Judge Janet C. Hall in New Haven to 60 months in prison, followed by another five years of supervised release, for soliciting and receiving child pornography.

According to court documents and statements made in court, in June 2017, Gregan and a 13-year-old boy communicated through the Kik messaging application and, after the boy informed Gregan that he was 14, they engaged in sexually explicit communications.

Case records also show that Gregan sent several sexually explicit pictures of himself to the boy, and he solicited sexually explicit images from the boy. In response to the solicitations, the boy sent sexually explicit pictures and a video of himself to Gregan, case records show.

The investigation also revealed that, in 2016, Gregan met a 15-year-old girl online, Durham said. Gregan requested sexually explicit photographs and videos from the girl and an nalysis of Gregan's iPad revealed a sexually explicit video of the girl that was made when the girl was younger than 18, according to case records.

Gregan was arrested on related state charges on April 6, 2018. On Oct, 7, 2019, he pleaded guilty in federal court to one count of receipt of child pornography.

Gregan, who is released on a $50,000 bond with internet and location monitoring conditions, is required to report to prison on April 7, 2020.
