Teen Driver Accused Of Hitting Manchester Officer, Ramming South Windsor Police Cruiser Charged

The man was already in state custody for charges in other jurisdictions, police said.

SOUTH WINDSOR, CT — A Manchester teen who ran over a Manchester police officer's foot and then rammed a South Windsor police vehicle in the fall has been charged.

Xavier Rodrigues, 19, was served a warrant in the case on Monday that charged him with engaging police in a pursuit, reckless driving, disobeying the signal of an officer, evading responsibility, and the improper use of a marker plate.

The warrant for Rodriguez’s arrest stemmed from a September 2025 incident in which he was identified as the driver who ran over a Manchester officer’s foot and then fled
from Manchester to the FedEx Distribution Center on Kennedy Road in South Windsor.

The warrant then says Rodriguez intentionally struck an SWPD cruiser, causing minor damage to the vehicle but no injuries to officers.

He then struck another parked vehicle, fled the scene, and induced a pursuit before crashing back in Manchester and fleeing on foot, the warrant says.
