This, police said, would have been in violation of a protective order.
Responding officers arrived at the complex to confirm the report and found Elliot alone inside a residence there.
Police said they were notified that Elliot may have been armed and officers established a line of communication with the suspect.
According to the NPD, Elliott refused multiple requests to exit the residence.
"As a result of Elliot’s refusal to exit the residence the Capital Region Emergency Response Team (CREST) responded to the scene and was able to convince Elliott to peacefully surrender at 4:30 p.m.," wrote the NPD in a release.
Ultimately, Elliot was unarmed when taken into custody and no one was injured during the incident.
Anyone with information is encouraged to contact the Newington Police Department at 860-666-8445.
The shelter in place has been lifted.
