Ocean Avenue Construction Begins In New London
Construction began on Monday, August 28 on the reconstruction of Ocean Avenue in New London between Niles Hill Road and Neptune Avenue.
From the City of New London: Construction began on Monday, August 28 on the reconstruction of Ocean Avenue in New London between Niles Hill Road and Neptune Avenue. The project’s cost ($2,162,999.40) is being funded from the State of Connecticut Local Transportation Improvement Program (LOTCIP). LOTCIP is overseen by the State of Connecticut Department of Transportation and is intended primarily to address regional transportation priorities through capital improvement projects prioritized and endorsed by the regional Councils of Governments (COGS), which selects projects based on regional transportation priorities, deficiencies identified in their long range plans, and the specific merits of the individual projects.
The project scope includes total pavement reconstruction of the 4,450 foot project length, installation of granite curbing where missing, upgrading the storm drain system, removing traffic signal systems at the intersections of Ocean Ave. and Glenwood Ave., and Ocean Avenue and Neptune Avenue, installation of ADA ramps at all intersections, construction of new concrete sidewalks and driveway aprons as needed, and the addition of two 5-foot wide bicycle lanes. Design specifications include environmentally responsible 17” material reclamation and meet the required LOTCIP 20-year pavement life span.
Maintenance and protection of traffic will be guaranteed throughout the project. The timeframe is 150 calendar days or less, depending on weather and site conditions. City staff prepared original concepts of the project for presentation to the Southeast Connecticut Council of Governments (SCCOG), and supervised the project design, which was coordinated through SCCOG and the State Department of Transportation. The City of New London conducted a formal bid process for construction and construction inspection. B&W Paving & Landscaping, LLC of Waterford is the qualified low bidder for construction; CLA Engineers, Inc. of Norwich is the low bidder for construction inspection. Each contract was approved by the New London City Council at its July 3, 2017 meeting.
