The arrest was the result of a long-term joint investigation involving the Norwalk Police Department Special Services Division, New York and Connecticut field divisions of the Drug Enforcement Administration and the Danbury Police Department Narcotics Unit.

According to Gulino, the investigation targeted suppliers of fentanyl after several fatal and non-fatal overdoses occurred in the greater Norwalk area.
