• Monday council vote would honor enslaved Norwich man, WWI Marine (norwichbulletin.com) — Norwich's City Council is set to vote Monday on installing two new historical markers, one honoring enslaved resident Primus Armes and another commemorating World War I Marine Richard Hourigan at Chelsea Parade. The signs will expand the Norwich Freedom Trail and highlight local Black history and military service, with a dedication ceremony planned before October 4.
