Why South Windsor Pulled The Plug On Flock

A 6–3 vote ended the program after privacy concerns. The council also ordered camera removal and deletion of collected data.

SOUTH WINDSOR, CT — South Windsor has shut off its Flock license plate readers and terminated its contract after the Town Council voted 6–3 Monday to end the program, CT Insider reported, citing Police Chief Kristian Lindstrom.

"Since the resolution passed, our Flock contract has been terminated and the (license plate reader) devices have been decommissioned," Lindstrom said in a Wednesday statement reported by the outlet.

The resolution requires removal within 60 days and deletion of collected data, according to CT Insider's coverage of the vote.

As Patch previously reported, South Windsor began using the cameras in April 2025, initially installing six and later adding two. The readers photograph passing vehicles' license plates and identifying features, allowing police to search for vehicles during investigations.

Residents at Monday's hearing opposed the cameras over privacy and surveillance concerns, CT Insider reported.

"We really can't control what happens with this data," Mayor Craig Zimmerman said, according to the outlet.

Councilor Audrey Delnicki defended the readers as "another tool available to law enforcement to help protect the citizens they serve," CT Insider reported.

Lindstrom previously said the system had assisted in more than 100 arrests and that officers' use was audited monthly, as Patch reported. He said the town had opted out of Flock's national network and limited sharing to Connecticut police departments.

Deactivation has been reported; completed physical removal and data deletion have not been confirmed.
