MDC Meeting- Opportunity for South Windsor residents to share their concerns

Please note that the MDC (Metropolitan District Commission) District Board will have a meeting to adopt the 2014 budget on December 9th, 2013 at 530 PM at MDC Headquarters on 555 Main Street in Hartford.

The meeting starts with a public comment section. We will have an opportunity to share our concerns with the Board at this meeting. South Windsor is the second largest non-member town by users with 1,826 users. 

As you know the MDC revised downward the increase in the General Surcharge only charged to non-member towns proposed for 2014.  However, the rate proposed is an increase from $158.16 per year to $198.96 per year or a 26% increase. This increase bears no relationship to any increase in the cost of providing water service.  This increased rate is also proposed to be in place for 25 years.  This is on top of a tripling of the General Surcharge between 2011 and 2012.

Clearly, the MDC feels few constraints on increasing non-member town charges.  I believe we need to share our displeasure about not only the increases, but also the concept of a General Surcharge that only applies to non-member towns.  To my knowledge, this is not the essence of their charter.  Their Charter states that the MDC will charge member towns the same rates as non-member towns for water service.
