Senior Living Community Proposed In Stamford

Submitted documents say the proposal furthers a number of Stamford's development initiatives.

STAMFORD, CT — A senior living community is being proposed in Stamford, according to documents on file with the Stamford Planning Board.

The applicant, 35 Terrace LLC, who owns two lots at 35 Terrace Ave., is seeking to consolidate the properties and redevelop the area into a small senior living community with a total of six units of housing in compliance with requirements of an independent living facility, submitted documents say.

The property formerly contained a single-family home built in 1948.

There would be six detached single-family homes in two different building types consisting of either 2,130 square feet (A), and 2,378 square feet (B) each, with no more than three bedrooms each, the proposal says.

There are 12 proposed parking spaces for the site, with each unit containing one-car (A) or two-car (B) garage.

"The units are clustered to maximize open space and distance from neighboring properties," attorney Leonard M. Braman, who represents the applicant, wrote in submitted documents. "Materials and architectural forms relate to the neighborhood context."

Braman noted the property would be permanently deed-restricted as an independent living facility, and will be inhabited full-time "by individuals where in each home, one individual qualifies as a senior or has a proven disability."

Additionally, one floor of each unit would be fully accessible and required by regulations, with the kitchen, one bedroom and a full bathroom on that level.

The units would not be permitted to be used for short-term rentals or have ADUs.

Braman explained the factors are met for a special permit, and said the proposal furthers a number of Stamford's development initiatives, such as increasing the housing diversity including for seniors and the disabled.

The proposed site is near several private and public schools and a day care center, as well as Yale New Haven Health and Stamford Health facilities.

"The proposed use is appropriate for the surrounding neighborhood and this project is in accord with the public convenience and welfare," Braman wrote.

"Beautiful new landscaping, and a state-of-the-art new drainage system" would also be included in the project.

The proposal is expected to go before the Stamford Planning Board in the coming weeks. Should it gain approval, it would then move on to the Stamford Zoning Board.
