Man Charged with Distributing Heroin Involved in Overdose of East Haddam Resident
The charge stems from an ongoing statewide initiative targeting narcotics dealers.

HARTFORD, CT - A Hartford man has been charged with distributing heroin found in connection to an East Haddam resident's fatal overdose.
Court officials announced Thursday that Hector Raul Cintron, also known as “G” and “Big G,” 22, of Hartford, was arrested on charges of distributing heroin. The charge stems from an ongoing statewide initiative targeting narcotics dealers who distribute heroin, fentanyl or opioids that cause death or serious injury to users.
According to court documents, Connecticut State Police and emergency medical personnel responded to a residence in East Haddam on the morning of March 19 after receiving reports of an “untimely death.” The 18-year-old male victim was pronounced dead at the scene.

State Police seized the victim’s cell phone at the scene, as well as multiple glassine bags containing powder residue. The investigation revealed that Kerry Scanlan of Avon arranged to purchase heroin from Cintron in Hartford.
The victim drove to Avon on March 18 and picked up Scanlan, then drove to Hartford to purchase heroin from Cintron. The Office of the Chief Medical Examiner issued a report on April 4 that listed the victim’s cause of death as “acute fentanyl intoxication.”

Cintron is also charged with selling approximately 200 bags of heroin to an individual working with law enforcement in November. The suspect is charged with possession with intent to distribute, and distribution of, heroin, which carries a maximum prison term of 20 years.
Scanlan was arrested on the same charge on Aug. 9. This matter is being investigated by the Drug Enforcement Administration, Connecticut State Police Statewide Narcotics Task Force East and East Haddam Police Department.
