Vice Chair Report: October 26 Review and Final Thoughts

Hearing Set for Cannabis Ordinance, Account established for 'nip' surcharge and more discussed.

Good Morning, and a happy final Friday of October neighbors! From the Vice Chair, providing a review of our October 26th regular meeting and some final thoughts on our last meeting for the 2019-2021 term.

On Tuesday, October 26th, Tolland Town Council will first be presenting a citation recognizing Richard Tapp for their service to the town on the Veterans Recognition Commission, as well as a citation recognizing Grace Miller and their advocacy for ADHD Awareness Month as well as Gifted, Talented, and Neurodiverse Awareness Week.

Following this citation presentation, the Town Council unanimously approved establishment of a capital account for the purposes of collecting revenue from bottle fees from alcohol bottles with less than 50mL of alcohol, known commonly as ‘nips’. The funds from a $.05 surcharge per nip from these fees would be gathered over time and used towards acquiring a Vacall for the Public Works department, or another purpose as listed under state statute.

The council then unanimously approved six residents for consideration to be appointed and/or reappointed to a number of boards and commission. These include the Board of Assessment Appeals, Mental Health Task Force, Veterans Recognition Commission, Historic District Commission and Tree Wardens.

For Old Business, the council unanimously approved a resolution to update our town ordinances regarding Parks and Recreation areas to incorporate cannabis and cannabis-related products as banned from these town spaces, as well as incorporating tobacco use into the ordinance for a public hearing prior to final approval.

As a final note, this was the Town Council’s last regular meeting for our term. It has been an honor to serve our town, and most definitely a humbling as well as eye opening experience. We’ve had to face a great deal of adversity and unique challenges throughout the pandemic, natural disasters, changes in town staff and so much more. I wish those who have the honor of being elected on November 2nd only the best and look forward to what the next council has on their horizons to accomplish for our community.
