$10 Million Settlement Offered In Trumbull PD Sex Abuse Case

A woman who was sexually assaulted as a teen by a former police officer offered to settle a lawsuit for $10 million.

CONNECTICUT — A woman who was sexually assaulted by a former Trumbull police Officer William Ruscoe while she was a teenager is offering to settle a lawsuit for $10 million.

The woman, identified as Jane Doe in court records, offered to settle for $2.5 million each against four defendants for a total amount of $10 million. The lawsuit names Ruscoe, former Chief Thomas Kiely, the Town of Trumbull and Officer Timothy Fedor, who supervised the program at the time.

Ruscoe was sentenced to 10 years in prison, suspended after serving 30 months after he pleaded guilty to second-degree sexual assault.

The case is scheduled for jury selection and a trial in 2021.

From around March to September 2013 Ruscoe sexually assaulted Doe, according to the lawsuit.

Ruscoe expressed sexual interest for the victim during her physical assessment for the police explorer program, according to an arrest warrant obtained by the Connecticut Post. He showed up drunk at her home and groped her during another incident, according to the warrant.

Ruscoe also drove the victim to his home after an event at Trumbull High School and ordered her to his bedroom where he sexually assaulted her, according to the warrant.

He was recently arrested by State police and charged with illegal sexual contact, fourth-degree sexual assault and risk of injury to a minor for an alleged incident during 2014, according to court records. The court case is pending.
