Is Windsor getting a kickback on these water smart meters like they are getting kickbacks on the electric smart meters?

Windsor is getting a kick back for the people that get stuck with the electric smart meters - so there is an extra fee added to the billing that is going to the town as payment for the citizens being forced to have these dangerous & privacy invading SmartMeters?
The question was posed on another thread but thus far hasn't been answered
If Windsor is getting a kickback on these SmartMeters then there appears to be no incentive for the Town to Protect the Health & Welfare of the Homeowners that Do NOT want these Smart Meters on our homes??
