Water Shut Off Kennedy Rd Area?

Wondering how wide the water shut off is in the area side streets of Kennedy road?
Can't get through to MDC to report or ask what's going on it rings twice & says all circuits are busy call back later 
Is this just the Kennedy rd area or is this a wider outage & has anyone gotten through to MDC to know what happened?
