In addition to the failure to appear arrest warrants, police said Taylor’s original charges stem from two separate East Windsor arrests: one for third-degree strangulation, third-degree assault and a second for violation of a protective order, which is a felony.

Taylor was located living in a tent near the North Water Street area. He was arrested and held on $200,000 surety bond. Taylor will be arraigned in Enfield Superior Court on Jan. 13.
