In a written statement, police said a complaint was received at the Windsor Locks Police Department in late 2015 about an alleged sexual assault of a minor involving Rosario. After a lengthy investigation, an arrest warrant was issued by the court after it was determined that based on the evidence, probable cause existed for Rosario's arrest.

Based on the nature of the crime and the victim's age, no further details will be released at this time, police said.
