Man Fights with Officers During DUI Arrest

An East Windsor police officer suffered a broken finger and at one point the man pulled the Taser probes from his chest in the booking room

An East Hartford man fought with East Windsor police officers during a DUI arrest, both at the scene and at the police department, and at one point an officer discharged his Taser but the man was able to remove the probes from his chest.

An officer also suffered a broken finger during the arrest at the scene.

It all started around 11:30 p.m. on Thursday when officers responded to the intersection of Prospect Hill Road and Bridge Street for a motor vehicle collision.

The operator involved in the crash, Julio Delgado, appeared intoxicated and refused to provide his driver’s license, according to police.

Police also said Delgado, 44, would not remove his hands from his pockets and was verbally combative.

At one point Delgado got in a fighting stance and challenged officers to fight him. Officers attempted to take Delgado into custody but he resisted, and officers took him to the ground and placed him in handcuffs.

One officer went to the hospital with a broken finger.

During the booking procedure at the police department, Delgado again got into a fighting stance and began threatening officers after they told him he could not smoke in the booking room.

Delgado refused to comply with officers’ verbal commands to calm down and became increasingly aggressive toward officers, according to police.

An officer discharged his Taser that struck Delgado in his chest. Delgado fell to the ground but was able to remove the Taser probes from his chest and began threatening officers again.

Officers were able to handcuff Delgado on the ground after additional discharges of the Taser despite Delgado kicking and resisting officers. Medical personnel responded to the booking area and evaluated Delgado. He was transported to the hospital under police custody where he refused treatment.

Delgado, of 52 Stanley Street East Hartford, was charged with DUI, failure to drive in proper lane and interfering with an officer. Police said he will be arraigned at Enfield Court.
