Manslaughter Charges Filed in Fatal Windsor Locks Collision
A woman has been charged with manslaughter with a motor vehicle after fatally striking a pedestrian in early May.

WINDSOR LOCKS, CT — A local woman turned herself in at Windsor Locks police headquarters Tuesday on a warrant charging her with second-degree manslaughter with a motor vehicle, in connection with a fatal pedestrian vs. vehicle collision earlier this month.
Ladonna Davis, 37, of Woodland Street, was initially charged with operating under the influence following the May 3 collision between her vehicle and Francis Franco on Old County Road, just south of Halfway House road.
Officers arrived at the scene just after midnight and found Franco, 65, lying in the roadway suffering from a head injury. He was transported to St. Francis Hospital, where he later succumbed to his injuries, Lt. Paul Cherniack said.

Davis, who was at the scene when police arrived, was given a field sobriety test, which she did not perform to standard. She was then placed under arrest and transported to police headquarters, where she was given two breath tests. Test results showed her blood alcohol content to be above the legal limit, Cherniack said.
Due to the seriousness of the accident, the North Central Municipal Accident Reconstruction Squad responded and assumed responsibility for the investigation. Evidence was obtained to secure an arrest warrant for Davis on the manslaughter charge, Cherniack said.
