Windsor Locks Man Facing Heroin Charges After Friday Incident in Tolland

Police initially were called for a medical incident.

TOLLAND, CT — A Windsor Locks man was snagged with heroin after state police came to his rescue.

The incident involving Gary Foley, 29, of Windsor Locks, took place at 8:37 a.m. on Friday. A trooper was dispatched to 66 Industrial Park Road in Tolland for a possible medical condition, according to an arrest report.

When a trooper arrived, Foley appeared "disheveled and pale in complexion," according to an arrest report. Tolland emergency personnel also arrived at the scene, according to an arrest report.

Foley refused medical attention, state police said.

Authorities found seven small bundles of suspected heroin and a syringe, according to an arrest report. He was subsequently charged with possessing a controlled substance and drug paraphernalia, state police said.

He is due in court on Sept. 13, state police said.
