Windsor Locks Police Charge Man with Knife-Point Robbery
A man was robbed at knife-point on North Main Street.

Windsor Locks police arrested a man for allegedly robbing another man at knife-point and stealing $290 in cash last month.
Officers responded to North Main Street and spoke to the victim, who told police that he was just robbed at knife point by a white male who went back inside 104 North Main Street.
Police said the victim met his ex-girlfriend at 104 Main St. and he went to the rear of the residence where he saw a white male, later identified as James Dowd, standing on the back deck.

Dowd approached victim with a friendly greeting, according to police, and then reached under his hooded sweatshirt and pulled out a black-handled filet style knife that was approximately 6 or 7 inches long.
Dowd held the knife out within an inch of victim’s stomach then then demanded money, according to police.

Additional officers responded as Dowd ran from the rear of the house. He was intercepted by police and immediately recognized due to previous police contacts.
Police said Dowd was positively identified by the victim as the suspect who pulled a knife and robbed him.
Dowd was arrested and charged with first-degree robbery and a separate case was generated for violation of protective order. Dowd was held on a $100,000 bond and was scheduled to appear in Enfield Superior Court on Monday.
