Officers were called after the man was acting out of control and "screaming gibberish" while pacing around shirtless in his backyard.

Windsor Locks police took a man suspected of being under the influence of PCP into custody Sunday afternoon after a neighbor reported he was acting out of control and “screaming gibberish” while pacing around shirtless in his backyard.
Police responded to a South Elm St. address at about 4:30 p.m. on April 19 and while there a resident told officers that “all hell broke loose. The male began yelling, banging the walls and tipping over his mattress. He sounded like a maniac. He sounded like a crazy person.”
Officers were led to a bedroom where they could hear the man banging and yelling unintelligibly. Officers opened the door and found the man pacing around his room.
