This half-day program will present ways to incorporate development practices that are sensitive to aquatic resources, minimize impact to the land, appropriately address stormwater treatment.  The program will also focus on infrastructure adaptations, low impact development (LID)techniques, and habitat conservation measures that respond to water inundation and projected changes in the timing and volume of precipitation.  Attention will also be given to variety of economic benefits and savings that LID can bring to property owners, developers, and local municipalities.  Considering the link between land use to water quality, the program will also explore the changes in land use along waterways and review the impacts that differing land uses can have on water resources.

8:30 AM          Registration and refreshments

8:50 AM          Welcome and Opening Remarks
Commissioner Daniel Esty, CT Department of Energy and Environmental Protection will underscore the importance and variety of economic benefits and savings that LID can bring to property owners, developers, and local municipalities.

9:15 AM          Riparian Land Use Changes in Connecticut
Chet Arnold, Center for Land Use Education and Research (CLEAR) at the University of Connecticut, will present on CLEAR’s recent Riparian Corridors Study and share data available through the Study’s online mapping tools available via http://www.clear.uconn.edu. Juliana Barrett of CLEAR and CT Sea Grant will then briefly review strategies to protect and restore these critically important areas.

10:00 AM         Planning for Stormwater
Mike Dietz of Connecticut Nonpoint Source Education for Municipal Officials (CT NEMO) will discuss how impervious surfaces like asphalt, concrete and rooftops generate polluted runoff and are a major indicator of the impacts of development on water resources. This session will review planning and site design options to reduce both the amount and the impact of impervious surfaces.  It also includes information on road and parking lot designs and alternative materials that promote infiltration. This workshop is supported by CT NEMO’s “Planning for Stormwater” website in the Tools & Resources section.

11:00 AM         Incorporating LID into the Planning Process
Darin Overton along with Vincent McDermott of Milone and MacBroom, LLC will share their expertise on Low Impact Development (LID) practices. They will discuss different LID options and how they can be best implemented as well as how to incorporate LID practices into local regulatory approval processes including commission review of applications before them.
