effects of chlorine

I recently have a new neighbor....a 10 foot high  tank of chlorine....not 5 feet from my property and about 40 feet from my home. This described as just a big bottle of bleach, from the owner. being used in the chlorination conversion just feet from my house..... There is also a smaller tank of amnonia feet from this tank.

e.p.a/ and pasco county have no concern of potential hazards!

Told this is safe... I wont smell anything, no hazards... and had asked for a letter to assure this and for someone to be held accountable if hazards should arise because I absolutely DO NOT believe this to be safe............
