Detectives quickly determined that they were likely with Dixie Williams or their biological father, Cody Williams.

Dixie recently borrowed the foster parents’ vehicle and they later noticed that their neighborhood pass was missing, News 6 reported. This may possibly have been how either the girls’ father or mother entered the neighborhood to take them.
