New Charges In Teen’s Death At Street Racing Event: St. Pete Police
3 men — including the teen's father — face charges related to a 13-year-old's death at an illegal street racing event, St. Pete police said.
ST. PETERSBURG, FL — Two more men have been charged in connection with a 13-year-old boy’s death at an illegal street racing event, according to a St. Petersburg Police Department news release.
Carlos Fernandez, 21, the driver of the motorcycle that hit and killed the teen at the January event, and Allan Boreland Jr., 39, the motorcycle’s owner, turned themselves into police Wednesday evening, SPPD said.
The boy’s father, Johnny Julio Martin, 35, was arrested and charged earlier this month.

The night of Jan. 28, Martin brought his son to the street racing event on 28th Street N. near 110th Avenue N., police said.

As Ethan Julio Martin crossed 28th Street N. early Jan. 29, around 12:30 a.m., he stepped into the path of a motorcycle going faster than 100 mph, according to SPPD.
The motorcyclist, Fernandez, hit and killed the teen and also injured a bystander, 21-year-old Erick Borlasca.
Fernandez has been charged with second-degree felony manslaughter and vehicular homicide and reckless driving causing serious bodily injury, both third-degree felonies, police said. He also faces two misdemeanors, street racing and operating a motorcycle without an endorsement.
Boreland has been charged with culpable negligence manslaughter – a felony – and street racing as a spectator, which is a moving violation.
Johnny Martin was charged with felony child neglect and street racing as a spectator.
