There was little information known about the boy initially because no one came forward to identify the body and the child was never reported missing, police said.
An autopsy showed Cairo's cause of death was electrolyte imbalance caused by viral gastroenteritis, police said.
Through the investigation, both Coleman and Anderson were identified as suspects in the case, police said.
Coleman was arrested on Oct. 19 with the help of the San Francisco Police Department, police said.
Authorities are searching for Anderson, whose last known location was the Echo Park area of Los Angeles, California, police said.
Police described Anderson as a Black woman who is 5-feet-5-inches and about 135 pounds with short, dark brown hair. According to authorities, she is known to wear wigs or hair extensions.
Police said she has been seen in San Francisco and San Diego, both in California, Las Vegas, Nevada, and Houston, Texas.
The GBI assisted in the case.
Anyone who believes they have seen Anderson is asked to call local authorities, police said.
