Gov. Nathan Deal recently signed legislation calling a referendum to allow local voters to decide if they want the daily operations of the county government to be managed by the chairman or a by professional county manager.
The paper reports the chairman took two actions recently that call his motives into question: Yearwood told a commissioner that he would not honor another commissioner's request to discuss the topic of the county manager position at the board’s Sept. 27 meeting.

A revised agenda e-mailed to Barrow Patch on Sept. 23 did include the addition of discussion of the county manager position as an agenda item. Commissioner Ben Hendrix is expected to address the issue.
The Barrow Journal also reports county staff indicated Yearwood had decided not to hire an elections supervisor prior to the November vote.
