Carl to Observe Moment of Silence in Honor of 9/11

1. The Carl Town Council voted unanimously Aug. 18 to adopt a federal resolution to observe a minute of silence in honor of the 10th anniversary of the attacks on Sept. 11, 2001. At 1 p.m. Sunday, Sept. 11, 2011, the town of Carl will observe a moment of silence followed by the ring of a bell, the sound of a siren and a whistle in honor of those who lost their lives during the attacks.

2. The council heard a complaint from Judy Montgomery concerning noise coming from evening gatherings at the Barrow County Event Center. Montgomery said loud noises and vibrations come from the building beginning in the late evening and going, sometimes, until 3 or 3:30 a.m. Montgomery said she has called police about the noise before but nothing seems to be done about the issue. Mayor Dave Brock said that when he looked into the issue the police said that a total of three reports had been filed against the center in the past. He stated that he and Chief Terry Raber will speak with the promoter of the events about the issue. He also promised Montgomery that he would look into the possibility of any statutes that may be violated by the venue. However, he also informed Montgomery that for council to do anything against the event promoter there must be “a track record of complaints” to justify governmental interference. “The citizens of the town of Carl are entitled to quiet enjoyment,” Brock said. “I promise I will do something about this.”

3. The council discussed progress concerning the road striping and seal coating of Carl-Bethlehem Road and seal coating Carl Midway Church Road. The town received a release from the county DOT to be able to move ahead with the road work. Mayor Brock said, “We are headed the right way” with the project. “The crack sealing of both of these roads is imperative to their longevity.”

4. The council reported that as of July 31, 2011, the SPLOST account for roads had $12,369.48 and the SPLOST account for recreation had $9,363.84.

The Carl Town Council will next meet again at 7:30 p.m. Thursday, Sept. 15.
