HOLLY MILL - Parking regulations? What parking regulations!
There is a sidewalk on only one side of the street in this 150+ house subdivision, which is part of a much larger 4 Phase community. This sort of parking means that walkers, runners, kids, dog walkers and women pushing baby strollers have to go into the street to get around cars.
Sooner or later someone will end up hit by a car when they have gone out into the street to go around a car parked on the sidewalk.

The injured party will probably sue in this order:
1) Driver of the car hitting them,
2) Owner of 115 for creating the problem,
3) The Home Owners Assn. for allowing the violation to continue.

Right!
The HOA. That means liability for every member of the HOA.
Parking regulations need to be enforced and if they are not, and the lack of enforcement results in injury or death to someone, then all 500 or so owners in the HOA may have to pay.
Past time to get on top of the parking issue in the community. A good place to start is with 115 Holly Mill Village Drive.
Although warned by the HOA to stop parking on the sidewalk the family still parks their cars on the sidewalk at night, even though there is room in their driveway for the car most of the time.
Misc: They do not use their 2 car garage for parking, but for storage and an office for the limo service.
