The Bartow County Sheriff’s Office is looking for 20-year-old Jarrod E. Harlow of Clinton, Massachusetts, in connection to an incident reported late Wednesday evening.

According to the report, Bartow County 911 dispatchers alerted deputies around 10:48 p.m. July 29 that a caller was on the phone “stating he was entrapped in his vehicle and it was on fire.”
Dispatch told the responding deputy that the caller was allegedly in and out of consciousness due to smoke in the car. They also relayed to deputies that the man was inside a blue Toyota Camry, which allegedly hit a tree.
The phone’s location was pinged and discovered to be in the area of Exit 296, the Cass-White Road interchange. The caller also allegedly said his two-year-old daughter “was in (sic) the floor board and he doesn’t think she is breathing.”
Harlow also allegedly said he was bleeding from his head and was entrapped in the car, the report states.
Dispatchers lost connection with the caller, and the phone call was later determined to be coming from the area of Exit 290, which is the interchange for S.R. 20.
All available units checked I-75 southbound between Exits 306, which takes motorists to S.R. 140, and 278, the Glade Road interchange. Bartow dispatchers alerted deputies that their counterparts in Cherokee and Cobb counties also received the same type of call.
A lieutenant with Bartow County 911 contacted AT&T to determine who was the owner of the phone number. The company confirmed the number belonged to Harlow. Using that information, Bartow officials reached out to the Clinton, Massachusetts Police Department to request a welfare check on Harlow.
The lieutenant said Clinton police told Bartow officials that they were ”very familiar” with Harlow, as they’ve received calls from Ohio and Florida authorities alleging Harlow made the same phone calls in those states.
A total of nine Bartow County Sheriffs Office vehicles, two Adairsville Police Department vehicles, two Cartersville Police Department vehicles, one Emerson Police Department vehicle, seven Bartow and Cartersville Fire Department vehicles, three Bartow County EMS vehicles and two air ambulance helicopters were all involved in the search of the accident scene, the report indicates.
