1. APPLY NOW FOR LILBURN CITIZENS POLICE ACADEMY 

Lilburn Police Department Citizens Police Academy is a 10 week program starting on February 11th. The program will provide members of the Lilburn community with knowledge about the police department, learn about police procedures, and experience the pressures associated with law enforcement. 

2. ARBOR DAY CELEBRATION 

The City will be celebrating Arbor Day on Monday, February 3rd, from 12-1 p.m. in the auditorium. The City is hosting a “Lunch and Learn” with Timothy Daly, an Agriculture and Natural Resources Agent for the Gwinnett County Extension Office. He will be discussing low maintenance home landscaping, planting, and pruning. 

Then join us on Saturday, February 22nd for the dedication of the Camp Creek Greenway Trail as a National Wildlife Federation Certified Wildlife Habitat. The dedication will be at 10 a.m. This was made possible by the GFWC Lilburn Woman’s Club Conservation Program.

1. 2014 MAYORAL APPOINTMENTS – COUNCIL APPOINTMENTS TO COMMISSIONS AND BOARDS – CITY CLERK 

Each calendar year it is necessary for the Mayor and City Council to appoint the Mayor Pro-Tem, City Attorney, Legal Organ, Building Official, City Planner, Council Responsibilities, Municipal Judges and Solicitor(s), and members to all Commissions and Boards. Staff recommends a motion to approve the various appointments as presented.

2. APPOINTMENT OF CITY CLERK – MS. MELISSA L. PENATE – CITY MANAGER 

City Manager, Bill Johnsa, endorses the appointment of Ms. Melissa L. Penate as City Clerk for the City of Lilburn. Ms. Penate has performed exemplary over the past several months as Acting City Clerk, and undergone specific training relating to her job functions. Staff recommends the appointment of Ms. Melissa L. Penate as City Clerk of City of Lilburn effective January 13th, 2014.

3. APPROVAL HOLIDAY CALENDAR FOR 2014 – CITY CLERK 

The City of Lilburn seeks approval of the 2014 Holiday calendar: New Year’s Day (Jan. 1), Martin Luther King (Jan. 20), Memorial Day (May 26), Independence Day (July 4), Labor Day (Sept. 1), Thanksgiving (Nov. 27), Day After Thanksgiving (Nov. 28), Christmas Eve (Dec. 24), and Christmas Day (Dec. 25). Staff recommends a motion to approve the 2014 Holiday Calendar for the City of Lilburn. 

4. COMMUNITY DEVELOPMENT BLOCK GRANT SUBRECIPIENT AGREEMENT– DIRECTOR OF PLANNING & ECONOMIC DEVELOPMENT 

The Community Development Block Grant Program requires an agreement between the City of Lilburn and Gwinnett County in order to disburse funds. The City of Lilburn is the recipient of $150,000 for a sidewalk project on Hillcrest Road. The six bids were opened on January 10th, 2014, and ranged in price from $94,608 to $134,878. Staff recommends a motion to authorize the Mayor to sign the agreement and award the contract to the lowest qualified bidder. 

5. AMENDMENT TO THE NOISE ORDINANCE– ORDINANCE # 2014-466 – DIRECTOR OF PLANNING & ECONOMIC DEVELOPMENT 

Proposed is an ordinance similar to Norcross and Suwanee’s ordinance that sets specific sound level limitations for certain uses and requires a sound measuring device. There is also an exemption for celebrations and events with amplified or unamplified sound that are for special events held within the Town Center Overlay area between the hours of 7 a.m. and 10:15 p.m. The proposed ordinance would replace the existing ordinance in its entirety. Staff recommends a motion to approve Ordinance #2014-466 replacing the existing Noise Control Ordinance.

6. AMENDMENT TO THE ALCOHOL ORDINANCE – ORDINANCE #2014-465 – FINANCE DIRECTOR 

On December 19th, 2013, the Alcohol Review Board met and approved the revisions to the Alcoholic Beverage Ordinance proposed by Councilor Couch. Sections 6-87, 6-87.1, 6-87.2, and 6-69 were revised. The amendments are to allow for some renewals and special events to be approved administratively. Sec. 6-87.1 created an amenity license for locations that do not hold an alcohol license to serve under certain conditions. Staff recommends a motion to approve the revised Alcohol Beverage Ordinance #2011-465.

7. MURAL POLICY - DIRECTOR OF PLANNING & ECONOMIC DEVELOPMENT 

The proposed Mural Policy for the City of Lilburn is based loosely on Savannah’s ordinance. Proposed is a review of the mural proposal by the Lilburn Downtown Development Authority before approval by the City Council.
