Roswell Approves Rezoning For Special Needs School

The Swift School seeks to expand to a larger space to accommodate more students.

Roswell, GA -- The Roswell City Council on Monday voted to approve a rezoning request to accommodate a new building for a school serving students with special needs.

The Council unanimously voted to approve a request from Eyal Livnat of Marquise Roswell, LLC to rezone 18.4 acres from office-professional to civic accommodate a new facility for the Swift School.

The petitioner also requested a rezoning of 18.56 acres to build 68 townhomes on the property, but that matter was deferred until March 14.

The total parcel is 36.9 acres and is situated along Old Alabama Road.

The residential tract is located between Old Alabama Road and Martin’s Landing in the southeastern part of the parcel. The land reserved for the school is situated between Old Alabama Road and the Martin’s Landing subdivision and intersects with Market Boulevard.

Council members approved the rezoning with several conditions, some of which would:

  • cap the total square footage to 200,000 with a maximum of 700 students;
  • prohibit outdoor concerts on the property;
  • require on-site utilities and communication facilities be buried underground;
  • require the lighting and sound system for the football field be approved by the Design Review Board to make sure that the lighting is shielded and any sound is done so it is not to disturb homes within Martin’s Landing subdivision.
  • require field lighting be turned off by 10:30 p.m., or by the time established by applicable city standards, using sound monitoring and abatement devices, so as not to disturb homes in Martin’s Landing;
  • require all sound from field activities cease by 10:30 p.m., or earlier, if required by city ordinance;
  • require the owner/developer provide additional trees and landscaping where necessary around the football field outside of the proposed buffer for additional screening;
  • require the school tract provide two driveways to Old Alabama Road indicated on the site plan. The school tract shall provide turn lanes into the development as necessary required by the Roswell Department of Transportation;
  • require a deceleration lane be constructed by the owner/developer as required by RDOT before obtaining a certificate of occupancy for the building to accommodate 200 students; and
  • require Old Alabama Road maintain two travel lanes northbound and two travel lanes southbound. Existing on street bike lanes shall also be maintained.

According to its website, the Swift School caters to students with dyslexia and other learning disabilities.

Currently located on Grimes Bridge Road, the school currently serves about 275 students in grades first through eighth, its website states.
