Roswell Rejects Alcohol Carry-Out District For Park Square

A proposal was on the table to establish the Park Square District.

ROSWELL, GA -- The Roswell City Council on Monday voted to reject a bid to create a carry-out district for alcoholic beverages in the park square area.

A divided City Council voted 4-3 to reject the measure. Council members Nancy Diamond, Donald Horton and Jerry Orlans all cast votes opposing the proposal while Kent Igleheart, Michael Palermo and Marcelo Zapata voted in favor.

Mayor Jere Wood cast the tie-breaking vote in opposition to the plan.

The proposed boundary for the district would have encompassed park property and sidewalks west of Atlanta Street/S.R. 9 and north of Marietta Highway/S.R. 120, including portion of Bulloch Avenue from Mimosa Boulevard to near 120 Bulloch Avenue and Mimosa Boulevard from its intersection with Marietta Highway to the area known as 55 Park Square.

The proposal would have allowed patrons to consume carry-out alcoholic beverages within the district from 11 a.m to 10 p.m from establishments licensed to sell beverages by the drink for on-premise consumption.

Roswell's current carry-out district surrounds restaurants along Canton Street. Its boundaries include parcels along Canton Street between Magnolia Street to the south and Woodstock Road to the north. Some properties to the north of Woodstock Road are also included in the district. Its western boundary is where Woodstock Road intersects with Coleman Street while the eastern boundary is designated as Highway 9/Alpharetta Street.

The city's current alcohol ordinance allows residents to carry out alcoholic beverages from licensed establishments that sell drinks for on-premise consumption. The drinks must be distributed in a paper or plastic cup not exceeding 16 ounces, and customers can only take one to-go cup at a time.

Roswell prohibits alcoholic beverages purchased for carry-out purposes from being consumed outside the district, on any sidewalk adjacent to a church, school or park (unless specifically authorized by the city) or on any private property without the written consent of the property owners.

Additionally, no alcoholic beverage purchased within the district can be consumed within the district’s public or private streets, sidewalks, rights-of-way and/or parking lots before 10 a.m. or later than 11 p.m.
