Former Corrections Officer Recorded Sex Assault: Indictment

Matthew Moore, a former Alabama corrections officer, was indicted this week on charges of raping two women in Sandy Springs.

SANDY SPRINGS, GA — A Fulton County grand jury has indicted a former Alabama corrections officer on a slew of charges related to allegations he raped two women in Sandy Springs. Matthew Lee Moore, 49, was indicted this week on rape, aggravated assault, aggravated assault with a deadly weapon, aggravated sodomy, aggravated sexual battery, false imprisonment, possession of a firearm during the commission of a felony, possession of a knife during the commission of a felony and impersonating a police officer, the Fulton County District Attorney's Office said.

Moore was arrested and charged by Sandy Springs police in connection to two separate attacks on women. The first alleged assault occurred June 17, 2010, when the victim said she met Moore a few days earlier, the Fulton DA's Office said. The woman said they both agreed to meet at a hotel in Sandy Springs.

During that encounter, prosecutors said Moore was wearing a police uniform, complete with a badge and belt containing pepper spray and a handgun.

"The victim told police that while they were inside the room, Moore ordered her to lie on the bed, and that’s when he raped her," the DA's office added.

The second incident, which occurred Nov. 15, 2015, stemmed from Moore meeting the second woman on a dating website. During an encounter at her home, Moore asked for the woman to give him a massage. After that, he allegedly tied her up, cut off her clothing and "demanded she do whatever he asked."

Moore, who also pointed a firearm at the victim, raped the woman, and allegedly "recorded the entire incident on his cell phone," the DA's office said. The woman escaped and entered a part of the home where others were sitting.

"Witnesses saw Moore with his pants down," the DA's office added. "He brandished a firearm and threatened to hurt everyone in the room before leaving the home."

Police were dispatched to the home, and they found a bag stuffed with zip ties, stockings and handcuffs. Those handcuffs, the DA's office states, were inscribed with the name of the detention center where Moore worked. They also found DNA at the scene that matched the former corrections officer, the District Attorney's Office notes.

Along with Sandy Springs, Moore is also connected to sexual assaults in Fulton and Cobb counties, Alabama and Florida, all of which date back to 2008.

"In many of those cases, he impersonated a police officer by brandishing a weapon and displaying a badge before raping the victims," the office notes.

One case reported in nearby Cobb County alleges Moore did just that. According to a Cobb County arrest warrant signed on April 12, Moore assaulted a woman inside her apartment on Akers Mill Road on Feb. 6, 2010.

The warrant states Moore allegedly entered the apartment unit armed with a handgun, pointed the weapon at the victim, grabbed her by the hair and forced her to perform sexual acts. It also accused Moore of impersonating an officer by entering the unit with a badge and handgun and identifying himself to the victim as a Cobb County police officer.

Moore was employed at the St. Clair Correctional Facility in Springville and had been with Alabama Department of Corrections since 2001. That state agency previously told Patch he immediately resigned from his position at the time of his arrest in late March. He remains held without bond at the Fulton County Jail.
