Sandy Springs Police Break Up Heroin Operation

The multi-agency investigation started in January and took several weeks to crack.

Sandy Springs police, with the help of several other law enforcement agencies across north metro Atlanta area, recently broke up a major heroin distribution ring operating at an apartment complex in the northern part of the city.

The investigation into the cases started in January following multiple tips reported to Sandy Springs’ Specialized Investigations Unit, which alleged heroin was being sold at the Hunters Glen Apartment complex on Roberts Drive.

The sales were confirmed through “pick-offs and subsequent interviews,” said agency spokesperson Sgt. Ron Momon.

Sandy Springs police were able to identify multiple apartment units and suspected drug dealers that were allegedly part of the drug operation.

“Through the interviews, it was learned that this heroin selling group caters to the north Fulton area and makes it easy for customers by setting up just off of GA-400,” Momon added. “This group operates in this fashion so customers can avoid traveling to The Bluff.”

The Bluff is an area in Atlanta that’s known for its high crime rate and rampant sale of drugs.

The main dealers of heroin in the area were identified by Sandy Springs police as Jayson Johnson, also known as “CB”; Eddie Lee Davis, who goes by “E”; Kenji Horne, who goes by “K”; and Phillip Hutchinson, also known as “Wes.”

Momon said all four dealers have “extensive criminal histories,” including multiple arrests for drug possession and felony offenses. Additionally, he also said the four suspects also have histories in Sandy Springs and have been targets of other drug investigations.

Through Sandy Springs police’s investigation, additional locations in Roswell, Alpharetta and Cherokee County were identified as part of the heroin ring. Investigators with Sandy Springs police met with agencies in these areas, and coordinated a plan to expand the probe.

Momon said during the planning phase, officers learned narcotics detectives with Roswell recently met with Fulton County District Attorney Paul Howard, who had showed interest in prosecuting a heroin dealer based out of north Fulton County.

The Fulton County District Attorney’s Office was notified and assistance with the case was requested. The activities of the alleged drug dealers were monitored over a period of time through surveillance and “other means,” Momon stated.

Suspect Eddie Lee Davis was arrested Feb. 2 in Cherokee County for multiple felonies, including drug and traffic offenses.

Momon said Sandy Springs investigators made the trip to the Cherokee County Adult Detention Center in Canton to interview Davis, who was initially helpful. However, after the second interview, Davis stopped cooperating with police.

Investigators then reached out to the Cherokee County Dsitrict’s Attorney Office for assistance, and the office began to help with the case.

Detectives learned that Davis’ girlfriend, Kimberly Reed, was allegedly slated to take over his operations, and Momon said she made the move to begin selling heroin while Davis was in jail.

Meanwhile, undercover Alpharetta narcotics officers in early March were able to purchase heroin from Johnson and on March 16 and 17, Sandy Springs investigators also purchased heroin from Johnson.

As he was observed leaving his apartment in Alpharetta, Johnson was arrested March 17 by Sandy Springs officers once he ventured into the city. Momon stated Johnson tried to flee the area, but was apprehended shortly after.

At the time of his arrest, Momon said Johnson was allegedly in possession of a trafficking amount of heroin, a felony amount of methamphetamines and cocaine and a firearm. He also had active arrest warrants for similar offenses.

After Johnson’s arrest, Sandy Springs and Alpharetta police both executed a search warrant for his apartment. Detectives unearthed small amount of methamphetamine, an AR-15 assault rifle and a handgun.

Johnson’s live-in girlfriend, Mona Lisa Muzac, was arrested and charged with multiple felonies. Back in Cherokee County, agents with Cherokee Multi-Agency Narcotics Squad, or CMANS, March 20 arrested Kimberly Reed and executed a search warrant at her home in the Hickory Flat community.

Undercover officers in Cherokee had made several drug purchases from her after Davis had been arrested, Momon said.

Those arrested as part of the operation include:

  • Jayson Johnson: trafficking heroin, possession with intent to distribute cocaine, possession with intent to distribute methamphetamine, 2 counts of Possession with intent to distribute heroin for the 2 undercover buys, possession of a firearm by a convicted felon, possession of a firearm during the commission of a felony, obstruction, fleeing and attempting to elude, leaving the scene of an accident, obedience to traffic control device and driving while license suspended. He also has an arrest warrant out from Alpharetta police for a previous case and another from Fulton County for failure to appear on a similar case.
  • Eddie Lee Davis: possession of cocaine with intent to distribute, possession of marijuana with intent to distribute, possession of a firearm during the commission of a felony, operating vehicle with suspended/revoked license and open container of alcohol in vehicle.
  • Kimberly Reed: 4 counts of possession with intent heroin for 4 undercover buys.
  • Mona Lisa Muzac: possession of methamphetamine and 2 counts of possession of a firearm during the commission of a felony (Muzac has since bonded out of jail).
  • Kenji Horne: possession of marijuana with intent to distribute, possession of cocaine with intent to distribute, and possession of meth with intent to distribute and multiple traffic related charges.

The investigation included the efforts of narcotics officers with Roswell, Alpharetta and Duluth police departments, Cherokee Multi-Agency Narcotics Squad and the District Attorney’s Offices for Cherokee and Fulton counties, Momon added.
