Brice Wilson, then 23, was pulled over for a tag light violation in Powder Springs on June 1, 2011. Video from the stop shows Sgt. Keith Moore asking Wilson to spread his legs during a search for marijuana, and it appears like the officer touches his genitals.

Lt. Alton Bailey arrived as a struggle began, and Wilson ends up getting shocked with a stun gun. Bailey later resigned when responding to an unrelated fire.

Wilson was charged with a tag light violation and resisting arrest, the report says.

The car's two passengers had admitted to just smoking marijuana, according to .

Moore was given a written reprimand for violating policy. The written reprimand from Chief Charlie Sewell says:

"The internal affairs report, completed on Feb. 24, 2012, indicates that you did not gain consent to search Mr. Wilson or the front seat passenger for drugs/contraband, and did not meet any exceptions of Terry v. Ohio.

"Your conduct in this matter is a violation of Powder Springs Policy Manual Chapter 2, section 40/2007 (IV) (C) which states in part: The frisk for weapons must be only a limited intrusion of a person (pat down). If the pat down of the suspect's clothing fails to disclose evidence of a weapon, no further search may be made."

Sewell wrote that future similar incidents will be grounds for further discipline, up to termination.

Following watching a video on search and seizure in April, Moore must create a lesson plan and teach the 15-minute lesson to each shift.
