A Des Plaines officer went to the address and saw the offending vehicle parked, running and occupied in the area. The officer saw a male, later identified as Tahoe, exit the driver's seat and open the rear passenger door appearing to reach for something. The officer gave Tahoe several warnings to stop reaching in the car, to which he reportedly ignored.
The officer then grabbed Tahoe's arm, who began tensing up, pulling away and pushed the officer. He then began running from the officer and once the officer caught up to him, he attempted to get Tahoe to the ground to take him into custody. Police said Tahoe began fighting with the officer. Tahoe got up and ran away, and the officer lost sight of him behind a residence.

At approximately 10:52 p.m., officers received a call reporting someone with no shirt on was walking north on Fifth Avenue. Officers went to the location and saw Tahoe, who police say attempted to run away again. Officers went to take him into custody, and he again tensed his body, attempting to physically defeat the arrest. Tahoe was eventually taken into custody and brought to the Des Plaines Police Station.
Officers returned to the vehicle involved in the hit-and-run crash and spoke with the registered owner, who was in the passenger side of the vehicle. She said when officers approached the vehicle, Tahoe was reaching for his backpack. She gave officers consent to search the vehicle. Inside the backpack, police said they found cannabis, narcotics and drug paraphernalia.
