$1M Bail For Man Accused Of Cutting Off Des Plaines Man's Penis

A Florida man facing an attempted murder charge can be released from jail before his trial, a Cook County judge decided.

SKOKIE, IL — A Florida man who prosecutors said cut off the penis of a Des Plaines man earlier this year could be released ahead of trial on a charge of attempted murder, as a Cook County judge Thursday set his bail at $1 million.

Justin Foster, 28, of the 400 block of Belmont Road in Tallahassee, was arrested in Florida Aug. 25 following an investigation into the attack of a 26-year-old Des Plaines resident who was found badly beaten, bleeding heavily and unresponsive around 3:15 a.m. on March 14 in the 1100 block of Holiday Lane, police said.

Prosecutors said he flew to Chicago from Atlanta on the day of the attack and targeted the Des Plaines man because he had begun dating Foster's ex-girlfriend. Foster is accused of knocking the man out with a tire iron, carving his initials into the man's leg, cutting off the man's genitals and throwing them over a fence. Authorities said he then returned to O'Hare International Airport in a rental car and flew back to Florida.

Foster had been held without bond since appearing in court Sept. 21 in Skokie. Assistant State's Attorney Luis Muniz warned Foster knows where his victim lives and could still be a threat to him and the larger community if released ahead of trial, the Chicago Tribune reported.

But with Judge Anjana Hansen's Oct. 11 ruling on a request from defense attorney Jack Friedlander, Foster would be allowed to leave Cook County Jail if he comes up with $100,000 in cash. She said Foster poses a threat and remains a flight risk, the Tribune reported. The terms of his bail bar him from contacting the survivor of the attack or leaving the county if he manages to post bond.

Police said the survivor spent months in the hospital and suffered permanent brain damage from the beating. Foster was identified as a suspect within a few weeks of the attack, police said, but he was not charged until detectives carried out an extensive investigation involving more than 40 search warrants and 20 subpoenas.
