Man Recorded 13-Year-Old Girl, Women At Starbucks, In Changing Room: Police
Police say Matthew Morgan, 36, inappropriately videotaped a teen at a Starbucks in Hinsdale and women in a changing room in Downers Grove.

DOWNERS GROVE, IL — Felony charges have been filed against a Downers Grove man accused of filming a 13-year-old girl and several women inappropriately in different locations in Hinsdale and Downers Grove.
Matthew Morgan, 36, of the first block of 4th Street, Downers Grove, was charged with unauthorized video recording of a victim under 18 and unauthorized video recording without consent. Police say a search found more than 250 videos on Morgan's phone, in which he inappropriately recording women at Target, Goodwill and Starbucks.
He was granted pre-trial release by Judge Joshua Dieden under the following conditions:

- He must surrender any weapons
- He must be confined to his home and monitored electronically
- He must have monitoring devices installed in the electronics he uses
- He must not have contact with people younger than 18 years old, except his children
Police were called to the Goodwill store at 110 Ogden Ave. in Downers Grove on Sept. 23 for a report that a man took photos of a woman who was in a fitting room. According to prosecutors, Morgan turned his phone to "record" mode and put the phone under the door of the fitting room.
An investigation began, after which Morgan was accused of using his phone to inappropriately film a 13-year-old girl in the lobby of the Starbucks in Hinsdale on Sept. 8. Police say Morgan pretended to tie his shoe and put the phone under the girl's dress.

Morgan has been further accused of putting his phone beneath the fitting room door at the Downers Grove Goodwill while he was "pretending to shop" with his teen daughter.
“The allegations that Mr. Morgan secretly videotaped innocent females in an inappropriate manner, two while they were in a changing room and one thirteen-year-old girl at a Starbucks, are extremely disturbing.” DuPage County State's Attorney Robert Berlin said in a news release.
He added, "Also concerning is the fact that the law does not allow a judge to exercise their discretion to detain when unlawful videotaping is charged, as in this case."
Morgan is set to appear in court again on Oct. 30.
