Man Seen Masturbating In Downers Grove Parking Garage: Cops

DOWNERS GROVE, IL — A Montgomery man was arrested on March 18 after police say he was seen masturbating inside a parking garage in Downers Grove. Robert Kowsky, 40, of the 1800 block of Waverly Way, was charged with public indecency—lewd exposure, violation of bail bond and criminal trespass to land in connection with the March 16 incident.

A police report said surveillance footage showed Kowsky exposing himself and masturbating "in plain view" in the elevator vestibule on the fourth floor of the parking garage at 945 Curtiss St. just before 12:45 a.m. The report also said Kowsky had previously been banned from entering the parking garage after being accused of criminal damage to property there in mid-February.

Kowsky was taken into custody in the 1000 block of Burlington Avenue on March 18.
