Village Council To Weigh Possible TIF District For Fairview Avenue Redevelopment

DOWNERS GROVE, IL — On Tuesday, the Downers Grove Village Council will discuss plans to create a potential $10 million tax-increment financing district (TIF) to fund redevelopment in the Fairview Avenue Focus Area.

The proposed redevelopment area stretches from Warren Avenue and Washington Street south to Burlington Avenue and Williams Street.

According to meeting documents, "The Village currently lacks a dedicated revenue source to fund the improvements in the Fairview Focus Area."

The TIF district proposal comes after recommendations that were part of the Guiding DG Comprehensive Plan, which was launched in 2024.

In November 2025, village commissioners approved a resolution for a feasibility study for the TIF District and redevelopment project. A public hearing was held in early March.

The feasibility study determined the designated area qualifies for TIF District eligibility because of "conditions such as obsolescence, deterioration, inadequate utilities, deleterious layout and lack of community planning."

If approved, the TIF plan would be effective until the end of 2050.

A first reading of the ordinance will take place on April 7 at 7 p.m. at Downers Grove Village Hall.
