TIF District Proposed To Cover Estimated $10M In Construction To Fairview Focus Area

DOWNERS GROVE, IL — The Downers Grove Village Council will discuss a resolution Tuesday to authorize a feasibility study for a possible tax increment financing (TIF) district in the Fairview Avenue Focus Area. According to village documents, capital projects and other construction would require at least $10 million, which would necessitate a TIF district.

The proposed redevelopment area stretches along Burlington Avenue from Washington Street south to Williams Street. Per village documents, the aforementioned capital projects are outlined in the Guiding DG comprehensive plan.

Among the priorities outlined for the Fairview Avenue Focus Area are streetscape improvements that were approved in early April. Additionally, 125 properties in the area were approved for rezoning in an attempt to encourage new developments.

Per village documents, "The plan intends to create a distinct identity for the neighborood, improve all modes of transportation and foster mixed-use developments that provide goods and services for nearby residents and visitors."

If the feasibility study is approved, a housing impact study will be conducted, followed by a TIF eligibility report. The approval process includes joint review board meetings and a public hearing, tentatively set for late winter 2026.
