Elgin Community College Awarded $261,920 R3 Grant to Expand Workforce Opportunities

ELGIN, Ill., August 3, 2026 — Elgin Community College (ECC) has been awarded a $261,920 grant through the State of Illinois' Restore, Reinvest, Renew (R3) program to expand workforce development opportunities for justice-impacted individuals and their family members.

Administered by the Illinois Criminal Justice Information Authority, the R3 program supports organizations serving communities in designated R3 zones through initiatives focused on community reentry, economic development, civil legal aid, violence prevention, and youth development.

At ECC, the grant will support a comprehensive workforce initiative that includes free pre-apprenticeship training for justice-impacted individuals and their family members, the hiring of two program coordinators to provide outreach and participant support, the development of a Justice-Impacted Ally badge through the College's Workforce Development and Continuing Education Division, and training opportunities for community members, social workers, and others who work with justice-impacted populations.

"This program plays a role in ensuring equity in all Illinois communities," said Castro (D-Elgin). "Every Illinoisan, regardless of where they live, deserves the resources they need to build a career and live a fruitful life."

A person's past should not determine the limits of their future, and every person deserves the opportunity to feel empowered to write a new chapter in their life."

Santana said the grant aligns with ECC's commitment to removing barriers that can prevent individuals from pursuing education and meaningful employment.

"As Chief Institutional Success and Engagement Officer, I believe Elgin Community College has an opportunity, and a responsibility, to become a leading institution in Illinois for justice-impacted student success by removing systemic barriers, creating clear pathways to education and employment, and ensuring every individual has the opportunity to rebuild, thrive, and contribute to their community."

The initiative will strengthen ECC's ability to provide coordinated support that connects education, workforce readiness, career advancement, and community partnerships while expanding access to resources for prospective students, current students, and community members navigating reentry.

"We are committed to creating lasting pathways to economic mobility, personal achievement, and community engagement while recognizing the resilience, strengths, and potential that justice-impacted individuals bring to our college and region."

Additional information about program enrollment, community training opportunities, and the Justice-Impacted Ally badge will be announced as the initiative launches.
