SPRINGFIELD, Ill. – In an effort to block the creation of new taxing bodies, state Rep. Sam Yingling, D-Grayslake, helped pass legislation this year to stop the expansion of local governments.

“Illinois has the most local taxing bodies of any state in the country, and middle-class families just can’t afford to pay the skyrocketing property taxes that these create,” said Yingling. “For Illinois’ economy to get moving again, people must be able to get out from under their property taxes, and for that to happen, we have to eliminate the unnecessary government bodies that tax residents.”

House Bill 228 places a four-year moratorium on attempts to create any new unit of local government in Illinois, while allowing local entities to consolidate. Illinois currently has more than 7,000 units of local government with the ability to levy local property taxes, the most of any state in the country. Yingling has fought against the expansion of local government for years, and he is now gaining momentum. House Bill 228 goes into effect on Jan. 1, 2015.

“I have long fought for responsible local government consolidation,” said Yingling. “When governments grow, so do their costs, and residents are the ones that suffer. This new law sends a clear message in favor of the consolidation of units of local government. It protects residents from even higher property tax increases and gets us back on track to repairing our economy.
