Motorist Charged With Drunk Driving After Leaving Crash: Blotter

Incidents and arrests from the Highland Park police blotter for the week of April 23 to April 29.

HIGHLAND PARK, IL — The following information comes from the Highland Park and Highwood police departments and public records as a record of incidents reported to the police and of those arrested by police. Criminal charges represent accusations by the state that are often dropped or reduced. Updated information may be available from the Lake County Clerk of the Circuit Court. Everyone arrested is presumed innocent unless proven guilty in a court of law beyond a reasonable doubt.

INCIDENTS

CRIMINAL DAMAGE
A resident in the 300 block of Walker Avenue reported around 8 a.m. on April 23 that someone had keyed their vehicle and damaged its tires during the previous night.

  • Staff at the Binny's Beverage Depot at 153 Skokie Valley Road reported on April 23 that someone had stolen an undisclosed amount of alcohol on April 19. There were no known suspects or estimated loss.
  • Staff at the CVS at 1539 Clavey Road reported around 2 p.m. on April 28 that someone had just stolen $400 worth of various health and beauty items. No suspects were identified at the time of the report.
  • Staff at the 2000 Skokie Valley Road CVS reported around 4 p.m. on April 28 that someone was stealing various health and beauty items with an unknown value. The unidentified suspects left the scene when police were called.

ARRESTS

Aaron P. Rhaburn, 28, of the 200 block of Gillett Avenue, Waukegan, was arrested around 4 a.m. on April 22 after officers got a driving complaint about a vehicle that had struck a fence at the intersection of Burton Avenue and Blackstone Place and left the scene. Officers found Rhaburn uninjured in the 1800 block of Roger Williams Avenue and determined he was driving while impaired, without lights and had left the scene of an accident. He was charged with one count of misdemeanor driving under the influence of alcohol and issued citations for leaving the scene of an accident, driving without lighted lamps, improper lane usage and operating an uninsured motor vehicle — a charge prosecutors dropped asked to drop three days later. Police said Lake County prosecutors initially approved a felony count of aggravated DUI–alcohol without insurance, but court records indicate he was not charged.

A 23-year-old Waukegan man was arrested around 2 a.m. on April 23 and charged with driving with a suspended license and cited for operating an uninsured motor vehicle and speeding 35 mph or more above the limit after police conducted a traffic stop in the 1400 block of Park Avenue.

A 45-year-old Gurnee man was arrested around 8:30 p.m. on April 25 and charged with driving with a revoked license and cited for operating a vehicle while using an electronic device following a traffic stop in the area of Central Avenue and Green Bay Road.
