Smash-And-Grab In Parking Lot; Drunk Driver Flees Crash: Blotters
Incidents and arrests reported by the Highland Park and Highwood police departments from April 30 to May 6.

HIGHLAND PARK, IL — The following information comes from the Highland Park and Highwood police departments and public records as a record of incidents reported to the police and of those arrested by police. Criminal charges represent accusations by the state that are often dropped or reduced. Updated information may be available from the Lake County Clerk of the Circuit Court. Everyone arrested is presumed innocent unless proven guilty in a court of law beyond a reasonable doubt.
INCIDENTS
CAR BURGLARY
Someone broke a car window and stole multiple items from inside a car parked in the 100 block of Skokie Valley Road sometime prior to 5:30 p.m. on April 30.
CRIMINAL DAMAGE
Someone slashed the tires of a car parked in the 500 block of Elm Place sometime during the evening of April 30, police were told the following afternoon.

ARRESTS
Dashae Powell-Shumate, 23, of the 1500 block of Sherman Avenue, Evanston, was arrested around 12:15 a.m. on April 29 following a traffic stop in the 1400 block of Park Avenue West and charged with driving under the influence of drugs or a combination of drugs and issued citations for speeding 26 to 34 mph above the limit and possession of cannabis.

Omar C. Noguera, 46, of the first block of Webster Avenue, Highwood, was arrested around 11:30 p.m. on April 30 and charged with driving under the influence of alcohol, failing to report an accident and driving an uninsured vehicle following an investigation into a crash in the 400 block of Lakeview Avenue. He was also issued citations for illegal transportation of an open container of alcohol, failure to reduce speed to avoid a crash and failure to display a driver's license.
Gustavo Bueno-Alcaide, 22, of the first block of South Victory Street, Waukegan, was arrested around 4 a.m. on May 4 following a traffic stop in the area of Skokie Valley Road and Half Day Road. He was charged with driving under the influence of alcohol and driving under the influence of alcohol with a blood alcohol concentration of 0.08 or greater and issued citations for illegal transportation of an open container of alcohol by a driver and improper lane usage.
Paulo Bolgar, 25, of the 1900 block of Strenger Lane, Riverwoods, was arrested at 4:45 a.m. on May 4 and charged with driving under the influence of alcohol and driving under the influence of alcohol with a blood alcohol concentration of 0.08 or greater after officers dispatched to the area of a driving complaint found Bolgar in a parking lot near the intersection of Skokie Valley Road and Park Avenue and determined he was behind the wheel while impaired.
A 56-year-old Highwood man was arrested around 7 p.m. on May 5 in the 600 block of Sheridan Road. He was charged with driving with a revoked license and issued a citation for driving in the wrong lane.
A 25-year-old Highland Park man was issued a citation for possession of under 10 grams of cannabis at 8:30 a.m. on May 6 in the 600 block of Sheridan Road.
